Born in 1986 in Prek Dach, a village in Kandal province 75 km from Phnom Penh in a very modest family, Philong Sovan was sent to one of his uncles in Phnom Penh to continue his studies. After his secondary studies, which he finished in 2000, he entered the National University of Management (NUM) from where he graduated in Information Technologies in 2005. Like most of his comrades, he worked in small jobs. in order to pay for his studies.

From 2004 to 2008, he was in charge of the video department of the Catholic Social Communication (CSC) where he mainly practices editing. He discovers photography when he is asked to take some pictures for one of the magazines published by this center which publishes material for the Catholic Church throughout the region. Enthusiastic, he gets closer to Mak Remissa, the most brilliant of Cambodian photographers of the time, who gives him technical advice and a minimum of professional advice.

After having covered for the French Cultural Center the first edition of the Photo Phnom Penh festival in 2008, he was hired in the staff of the photographers of the daily The Phnom Penh Post where he remained until 2011, covering the news but also working at the reorganization of the digital archives and participating with publishers, among other things with regard to covers, in the definition of a visual policy for photography.

He follows two of the Angkor Photo Workshops in Siem Reap, first with Jake Picone, Stepen Dupont and Tim Page, then with Antoine d'Agata

In 2009, he followed the teachings of Studio Images, a training structure created within the Center Culturel Français (now the French Institute of Cambodia), where he became the teacher and main facilitator from 2010 to 2015. Thanks to a grant from the 'French Embassy in Cambodia, he studied at the Ecole Nationale Supérieure Louis Lumière in 2012-2013 (first and second year).

This experience, which allows him both to practice film photography, to know different festivals (Singular Images in Sète, meetings in Arles) and to visit museums and galleries was decisive. It confirmed him in his desire to favor, alongside commercial commissioned work, his personal projects which he developed in the form of thematic series.

He exhibited at the Photo Phnom Penh festival in 2009, 2010 and 2013, at the Biennale Photoquai at the Musée du Quai Branly in Paris in 2011, at the Hôtel de la Paix in Siem Reap the same year, at the Institute of Contemporary Arts of Singapore in 2012 as well as, the same year, at the World Event Young Artist Festival in Nottingham in Great Britain, as part of the “Ma Samaritaine 2013” project, of which he was the winner and at the Getxophoto festival in Spain in 2015.

Vice-President of Photo Phnom Penh Association which organizes the eponymous festival, he is one of the key players.

His work has been published in The Phnom Penh Post (Cambodia), GLOBE magazine (Cambodia), Le Monde Magazine (France), Internazionale (Italy), Missions Étrangères (Canada), Report Without Border (France), De L'air ( France), L'Express Styles (France), L'Oeil (France), Revue Noire (France), IMAGES Magazine (France), PUNCTUM (India), AZART (France).
