Beltrán studied at the National University of Colombia. It was there that he began the struggle for figuration, in line with the great figurative painters of the twentieth century. Thus, his work focuses on formal problems, such as depth, surface, space and the perception of the work of art. His work has been recognized on several occasions; he received an honorable mention in the Julio Fajardo Painting Prize of the Tolima Art Museum, sponsored by the Tolima government, as well as participation in the main section of ArtBo | Bogotá International Art Fair 2019 and 2022 with the Beta and LGM galleries respectively. Among his most notable solo exhibitions presented between Colombia and Mexico, it is worth mentioning Distorsiones De Asfixia (2021, Museo de Arte del Tolima, Ibagué), Delirios Comunes (2014, Galería 10/10, CDMX), Fantasía de una privación (2016, UNAL, Bogotá).
