First, we can interpret the phrase as a subtle criticism of those who do not seek to expand their horizons or who do not feel the need to do so. A book, in this context, can symbolize the constant search for knowledge, the desire to learn and to question the world around us. Someone who does not carry a book with them could be seen as someone who is not interested in these aspects, someone who perhaps is not curious or, worse still, who is content with what they already know. This lack of drive toward intellectual growth could be seen as a limitation.
On the other hand, the quote may also be suggesting that people who carry a book with them are individuals with a rich, complex inner life, willing to delve into other worlds, whether fictional or real. It is an invitation to value curiosity and reflection, not only as a means of acquiring knowledge, but as a character trait that indicates depth and, possibly, confidence. Someone who reads is someone who, at the same time, is willing to question, learn, and share that knowledge with others.
On another level, one might think that the quote also alludes to the power that a book has as a “companion."
