Born in 1960 in a family where art was encouraged (her father studied at Ecole Boulle and her five brothers and sisters also went to Art School). Penelope was a specialist in fine arts, and taught this until 2011. Simultaneously, her artistic research led her to renew contact with a particularly protected practice by cubism, the artist members of DADA then the surrealist group during the first half of the 20th century: collage.

In 2002, the artist realized the importance of words and started to read the symbolic newspaper: Le Monde. Confronted with this revelation, she collected and preserved newspaper articles all year long to use them and recreate a universe which was closely linked with current affairs and news.

Her work is about time, the manufacturing time, news, narration, history...A contrast between order and disorder, substance and shape, drawing and writing. According to Penelope, it is important "to create" a "handcrafted" aspect. She addresses themes in relation to social affairs, politics, while trying to simply this...With her scissors, Penelope strives to transform the semantics power of the world policies through one meaningful line: a suggestive dross.
