Hervé Lambion, also known as Julius Baltazar, was born in Paris on July 13, 1949. He is a painter, engraver and lithographer. His did his first artworks on paper when he was a child. When he was a teenager, he prefered to visit the galleries of Saint-Germain-des-Prés instead of studying. It was during this period that he met Cuban painter Jorge camacho, who gave him his first oil paint box. A precoce artist, he exhibited for the first time when he was only 16. In 1967, he met Salvador Dali, who baptized him as "Julius Baltazar". He introduced him to Fernando Arrabal with whom he founded the Intra-Realist Movement. He lived with two other artists in Cadaques, Spain. Later on, he worked as an apprentice with Parisian jeweler Arthus Bertrand, he also lived in Canada and in the Scandianvian countries, among others, according to his encounters.

Julius Baltazar developed a world that was recognizable at first glance. His pieces are exuberant, . His technical mastery, in engraving and sculpting, encouraged him to start using intaglio,watercolors, China ink, Harlequin pencil and acrylics.

The artist's works are presented in several important public collections in Canada, Spain, Belgium, Switzerland, Japan and France. Since his first exhibition in 1965, Julius Baltazar's pieces have been exhibited in galleries and museums from all around the world. Among his numerous exhibitions, we can site the one organized by the Martin-Von-Museum in Wurzburg in 1999, which put his large scale pieces on the spotlight. In 2008, he participated in the "Paris Paint" exhibition organized by the French Embassy and the French Institute of Athens at the Theocharakis Foundation. The Artist has also illustrated more than three hundred poetry books which led him to important retrospectives. In 2007, the Issy-les-Moulineaux media library dedicated a retrospective exhibitions of his work, exhibiting his artists books, paintings and engravings, just like the Louis Nucera Library in Nice.
