Born in 1978 in Osaka, Noritoshi Mitsuuchi is a Japanese cartoonist.

He studied at the Kobe Design University.
He developed a childish style, surreal and very soft. He addresses the subject of childhood by drawing rabbits, young children or boats.

His drawings are cheerful and full of live, he exhibits them in expositions and fairs in Japan such as the Asyaad and the Hidden Artists' Festival in 2016.
