Phoebe Dingwall was born on October 21, 1965, in Edinburgh, Scotland. At the age of 16, influenced by her painters parents, and in particular her painter father and professor of contemporary art at the University of Cleveland, she entered the College of Art in Edinburgh, then in 1983 decided to leave a year in Aix en Provence at the school of fine arts. Returning to the United Kingdom in 1984, she joined the University of Oxford and in 1986, she obtained a Bachelor of Fine Art. She then continued her training at the prestigious Royal Academy of Art in London, where she obtained a Master of Art in 1989. It was during this period that she decided to come to France and joined the Ecole Nationale Supérieure des Beaux Arts in Paris in the studio of Henri Cueco.
